JOHN STEVEN HARKINS – Owner/Managing Director

With thirty-five years of experience in the consulting sector, John has been instrumental in the design, construction and management of building and civil engineering structures covering a broad range of project and client types.  He has demonstrated strong project management and leadership skills delivering successful multi-disciplinary award-winning building and civil engineering assignments.  He has considerable experience in the design of building and civil structures for public and private funded development in most client sectors and has undertaken a variety of property and estate related projects including client audits and efficiency assessments.  Other relevant experience includes specialist ad-hoc structural advice, investigation into subsidence, condition surveys, value engineering and advice on structural degradation, failure or collapse.

John transferred to Hong Kong in early 1997 after fourteen years working in the UK and remained with Hyder until 2001.  Following a five-year period during which he was a Director at WSP and BMMK Ratcliffe Hoare, he returned to Hyder in 2006 as Director with regional responsibility for the civil engineering, building structures and facades teams with projects throughout Hong Kong and China.  In December 2009 John was assigned Project Director and Design Team Leader for the Detailed Design of MTR KTE Whampoa Station and over-run Tunnel contract C1002 based in the client office for a one-year duration responsible for over forty professional staff.  During this period he remained responsible for his head-office duties including resource management, sales and marketing, financial reporting/forecasting, trouble-shooting and dispute resolution.  John left Hyder in July 2011 to establish Prime Consulting Engineers Ltd.  Since establishing PCE he has grown the team and business to enjoy a strong reputation for designing elegant efficient structures.

John has a particular interest in engineering efficiency, aesthetics and lessons learned from historic construction techniques and materials.  As a senior member of the profession, John is active in the mentoring, training and examination of younger engineering staff within the framework of the ICE, IStructE and HKIE graduate training programmes.  John is a pro-active hands-on engineer who enjoys leading a team to challenge a brief and develop solutions to truly satisfy the clients overall needs.  He is passionate about engineering and always looking for ways in which sustainable value for money combined with smart engineering solutions can be achieved.

ROY SU YI – Principal Engineer
BEng MEng Class 1 Registered Structural Engineer

With nineteen years of experience in the structural engineering industry, Roy has been involved in a wide variety of structural projects with complex project management and technical design.  He has a comprehensive knowledge and experience of Chinese and International design standards and codes in all structural materials.  He has been responsible for the design and study of structures / buildings, shallow and deep foundations and forensic investigation including industrial, commercial and residential, structure rehabilitation and foundation stabilization.

Roy started his career in engineering with a focus on building structures and was fortunate to be involved in many of the building projects in Shenzhen during the early fast period of economic development within the city.  His work responsibilities were quite varied and included responsibility for the design of high-rise RC shear-wall residential buildings, steel-frame clubs, multi-story underground car parks, RC-frame hospitals, etc.  Building upon a comprehensive ten-year design background, Roy was appointed as supervisor with responsibility for a structural engineering team in 2009 and was soon responsible for construction drawings of large complex projects in Guangdong and Guizhou, China.  In December 2011 Roy was appointed chief engineer for the Design Institute of Logan, a developer focusing on residential projects in south China with responsibility for over fifteen professional staff.  Roy joined PCE in mid-2013 to expand his global engineering experience and has been responsible for growing the company’s technical expertise in the China market.  In particular, Roy has developed a strong reputation for bridging the gap between the client team and the landlord/LDI team to ensure that cost effective designs are promoted and supported from early stage ideas through the submission and approvals stage of a project.

Roy is highly self-motivated and continues to learn the differing cultural approaches to design and management of projects through his work, CPD in Hong Kong and China and reading professional documents.

RAMIL ASIS – Principal Engineer
BSc CEng MIStructE

Ramil has twelve years of extensive experience in structural design accumulated on a wide range of East Asia and Middle East Projects.  Working initially in the Hyder Global Design Centre in Manila, he gained solid training in the detailed design of reinforced concrete and steel structures with a focus on design integration with architectural and other engineering disciplines.

In late 2010, Ramil moved to Hong Kong with Hyder and after a short period working in the design office was seconded to an airport site as an embedded design team member.  Soon after returning to the office he joined Prime Consulting Engineers in early 2012.

Ramil is a versatile designer familiar with a wide range of International design codes and well versed in structural engineering software for analysis and design.  He is adept in the preparation of calculations and drawings for efficient Government submissions, approvals and construction.

KEVIN WANG – Principal Engineer
Kevin has more than nine years of extensive experience in complex structural design accumulated on a wide range of Projects in Hong Kong and China. He has collaborated with several leading international design practices on feature projects and is especially interested in the appropriate use of BIM and 3D modelling technologies.
